With majority control mechanics, open draft and card engine, the game proposes a historical journey through the Enlightenment era and its episodes of colonization and interventionism by France and England, from the War of the Spanish Succession to the French Revolution.

The game board shows a large map divided into four areas: the East Coast of North America, the Caribbean Sea, India and Europe. In each area of the map there are squares representing political, commercial or military spaces that players will try to dominate. The turns in Imperial Struggle alternate between periods of peace and war, in which players must invest their resources on multiple fronts. The game does not leave much room for chance, as there is no dice rolling at any time.

In addition to the passing of the turns, the flow of time is also represented by three decks of cards, which show relevant historical characters and events of the 18th century. Either through events or the action points of the cards, players can carry out diplomatic, military or economic actions to try to turn the game in their favor.

As in any good strategy game, Imperial Struggle offers players many options. On the map there are spaces with certain resources (fish, tobacco, furs, spices, cotton and sugar) and the players will have to satisfy the demand at any given moment. Controlling or not the market at the right moment can be key! Similarly, both empires will have to keep their debt under control, which can be accumulated to gain more action points. However, they can also lose if they go bankrupt.
